Main types of Misc Consular Services


1.  Attestation of Documents and Powers of Attorney

The High Commission also performs notorial functions like attestation of:

Academic certificates, marriage and birth certificates issued in India, powers of attorney and other such documents executed by Indian citizens in India, Mozambique and Swaziland.

Guidelines for Attestation of documents:


Any affidavit, declaration or Power of Attorney to be used in India may be attested in the High Commission.  For this, apart from bringing the original documents that need to be attested, you also need to bring two photocopies of these documents, your valid passport and the requisite fees, which may vary depending on the type of documents to be attested.  You will be required to sign the documents (affidavit, declaration, Power of Attorney etc) in the presence of a High Commission official.


All applicants should ensure that the documents submitted for attestation (other than documents issued by Indian authorities) have the Apostille/Authentication stamp of the  Ministry of Foreign Affairs & Cooperation of the Government of the Republic of Mozambiquebefore  submitting the same to the High Commission.

If you need attestation of documents like educational certificates, salary/employment certificate, birth, marriage or death certificates issued by authorities of Mozambique/Swaziland, these will first have to be authenticated/Apostilled by the  Ministry of Foreign Affairs & Cooperation of the Government of the Republic of Mozambique/Kingdom of Swaziland.


Birth, Death, Marriage and Educational Certificates etc. issued by the Indian authorities in India can also be attested by the Indian High Commission provided the same have been authenticated by the Ministry of External Affairs, New Delhi (for details, please visit MEA, Govt. of India web link -    http://www.mea.gov.in/legalization-of-documents.htm)


Papers to be submitted  to the High Commission when seeking attestation of documents:


(i) Completed and signed application form for Misc. Consular Services (link)

(ii) A passport size photograph pasted on the application.

(iii) Original passport and one copy (front and last page only)

(iv) Documents to be attested must be submitted in original with its two photocopies.

(v)  (Power of Attorney, declaration, Affidavits would be signed before the consular officer of the Indian High Commission, who will verify and satisfy himself about the  identity of the executant/deponent on the basis of his/her passport)


 Fee:  MT 470 (USD 13) for General Power of Attorney and other certificates

          MT 870 (USD 28) for Power of Attorney related to property etc


Processing time:  Next working day

 


2.  Police Clearance Certificate


Police Clearance Certificate (PCC) is issued by the High Commission, certifying the person's criminal record with the Indian police.  It is generally required when a person applies for a visa/resident visa/work permit/acquiring foreign nationality.


Documents required :


(i) Completed and signed application form for Misc. Consular Services (link)

(Pl  mention clearly on the application : PCC required for resident  permit/acquiring       Nationality for Mozambique/Swaziland etc.)

(ii) Two passport size photographs (one to be pasted and other to be enclosed with the misc application form)                      

(iii) Original passport and one copy (front and last page only)


 Fee:  MT 1020 (or US$ 28)

Processing time: Normally next working day


 3.  Attestation of Police Clearance Certificate issued from India


Police Clearance Certificate (PCC) issued by Passport Offices and by police stations in India are also required to be attested by  the High Commission when a person applies for a visa/resident visa/work permit.


Documents required :


(i) Completed and signed application form for Misc. Consular Services (link)

(ii) A passport size photograph pasted on the application.

(iii) Passport’s copy  (front and last page only)

(iv) Original Indian PCC and one photocopy.


  Fee:  MT 1020 (or US$ 28)

Processing time: Normally next working day


 4.  Confirmation of Driving License particulars:

Applicants seeking to obtain a confirmation of the Driving License Particulars issued by Indian Authority may apply for this service.  It is generally required while converting the Indian Driving License into Mozambican Driving License.

(i)  Completed and signed application form for Misc. Consular Services (link)

(ii)  A passport size photograph pasted on the application.

(iii) Driving License's particulars form (link)

(iv) Passport copy of the applicant (front and last page 

(v)  Original licence (returnable) and  two copies of the same.


 Fee:  MT  870 (or US$ 23)

Processing time: Between 30 and 45 days


 5.  Affidavit from Parent of minor child for issue/re-issue of Passport in India.


This affidavit is required by parents when applying for their child's passport in India and one or both parents are in Mozambique/Swaziland.  The parents have to certify that he/she has no objection to a passport being issued to his/her child in 

(i) Completed and signed application form for Misc. Consular Services (link)

(ii) Affadiv to be submitted in India for child's passport (link) duly completed and signed

(iii) A passport size photograph pasted on the application.

(iv) Passport copy of the applicant (front and last page 

(v) Birth Certificate of the Child

 

Fee:  MT 470 (or US$13)

Processing time:  Next working day.


 

6.  NRI (Non Resident Indian) Certificate


The NRI Certificate is issued to Indian Passport holders on the basis of documents supporting the facts viz. valid Permanent Resident, Resident Visa/work visa

(i) Completed and signed application form for Misc. Consular Services (link)

(ii) A passport size photograph pasted on the application.

(iii) Passport copy of the 

(iv) Original resident permit (DIRE) and its copy or

(v) Original Indian passport and copies  of the passport pages showing their exit and entry stamp of Indian Immigration authority showing that applicant has been out of India  for  more than 180 days in the year.

 Fee:  MT  870 (or US$ 23)

Processing time:  Next working day.


 7.  Life Certificate


To obtain a Life Certificate for pension purposes, the personal appearance of the applicant at the High Commission is necessary.

(i) Completed and signed application form for Misc. Consular Services (link)

(ii) A passport size photograph pasted on the application.

(iii) Passport copy of the applicant (front and last page only)

(If life certificate proforma is given by the Indian bank/authorities, please fill in and submit in duplicate for the Indian High Commission official’s signature) 

Fee:  Gratis

Processing time: Next working day.

 8.  Renunciation/Surrender of Indian Citizenship


All People of Indian Origin (PIO) in Mozambique and Swaziland who have acquired foreign nationality are invited to  see the following relevant extracts of the Indian Passport Act 1967:

“The Indian Citizenship Act, 1955, does not allow dual citizenship. Holding Indian passport/acquiring Indian passport/travelling on Indian passport after acquisition of foreign citizenship constitutes an offence under the Indian Passport Act, 1967, and attracts penalties. The Government of India has prescribed imposition of penalty on a graded scale, depending on number of trips made on Indian passport after acquiring foreign nationality, for the violation of Passport Rules and retention of Indian Passport for more than 3 years after acquiring of foreign nationality.”

Documents required for Renunciation of Indian Citizenship:

(i) Completed and signed application form for Misc. Consular Services (link)

(ii) A passport size photograph pasted on the application

(iii)Original Indian passport (which will be returned after its cancellation) and one  photocopy of the passport.

(iv) Copy of new Mozambican/Swazi passport

 

Fee:  MT 6370 (or US$ 173)

Processing time:  Next working day


 9.  Registration of NRIs with the High Commission.


Online registration is available for the Indian and PIO community in Mozambique & Swaziland to keep them informed of important advisories issued and events organized by the High Commission of India and also, reach out to members of the community in case of an emergency.  NRIs and PIOs may register on line at http://passport.gov.in/npor/

There is no need to send a hard copy of the completed online Registration Form to the High Commission.   NRIs who have already registered with the High Commission are also requested to fill the form online and update their recent contact details and e-mail ids.

 Please note:


 (i) Applications can be deposited at the High Commission of India, Av. Kenneth Kaunda 167, Maputo on any working day between 0900 hrs and 1200 hrs. 

  ·  (ii) The fees mentioned above are inclusive of Mt 70 (or USD 3) towards Indian Community Welfare Fund (ICWF

(iii)   (iii) Kindly note that while the requirements mentioned above are complete in all respects, the High Commission has the right to ask for any other original document at any stage and these documents are required to be presented for scrutiny and satisfaction of the High Commission official before rendering any service.

·    Requisite fees are required to be deposited in Cash into the bank account of the High Commission of India, Maputo.  The details of the bank account will be provided at the time of depositing the documents at the High Commission.
