IMPORTANT NOTICE:

Phasing out of non- Machine Readable Passports from 25th November 2015.

The International Civil Aviation Organization (ICAO) has set a deadline of 24th November 2015 for globally phasing out all non-Machine Readable Passports (MRPs).  

From 25-11-2015 onwards, foreign Governments may deny visa or entry to any person travelling with a non-MRP passport.

All handwritten passports with pasted photos earlier issued by Government of India are considered non-MRP passports. All 20-year validity passports will also fall in this category. The Government started issuing MRP passports since 2001.  All new Indian passports are ICAO-compliant MRP passports.

Indian citizens residing in India and abroad and holding handwritten passports as well as 20-year passports with validity beyond the 24th November 2015 should, therefore, apply for re-issue of passports and obtain MRP passports well before the deadline in order to avoid any inconvenience in obtaining foreign visa or facing immigration problems.

Process of application and requirements: 
 
 1.  Re-issue of Indian Passport after expiry of existing passport or exhaustion of pages:

·     Application can be deposited at High Commission of India, Av. Kenneth Kaunda 167, Maputo on any working day between 0900 hrs and 1200 hrs. 
·     Applicant's presence is required at the counter either at the time of deposit of application or at the time of collection.
·     Applicants will have to fill in and submit the passport applications on-line at http://passport.gov.in/nri/
·     After filling up the form online, please take a print-out of the computer generated application form & sign all the pages.
·     Signature in application form should match with the signature in the old passport.
·     Manually complete column nos. 7 to 25.
·     While submitting the application, the following would also be required:

(i)   2 photos (2 x 2 inch only with both ears visible, front face and  white or off-white

background-as per specifications at  http://hicomind-maputo.org/pages/Photospecifications.pdf; 

(ii) Original passport and its copy – front & last page only and

(iii) Copy of resident permit/DIRE/valid visa
 
(in case of passport of a minor (below 15 years), application should be signed by the applicant and his/her parents & passport copies of applicant and parents – front and last page only)
 
If Misc service is also required at the time of Re-issue of passport, please submit the following:

a)   For change in Indian address in the passport:

     Self-attested  copy of valid address proof ( e.g. Election Card, Electricity/Water/Phone Bill,

     Driving Licence, Aadhaar Card etc.).

     Parent’s passport copy (front and last page) in case of minor applicant
 (original will be returned after verification) 

b)    For addition of spouse's name in the passport:

      Self-attested  copy of marriage certificate (original will be returned after verification) and a

      copy of  spouse’s passport (front and last page).


c).    Change of name/surname after marriage (for woman applicant):

i)    Marriage certificate issued by the Registrar of Marriages and one self-attested copy

      (original will be returned) ; or

            A joint photo  affidavit (joint photo of 3 x 2 inch) signed by both husband and wife duly

            attested by consular officer.

      ii)   copy of the husband's passport (front and last page)

      iii)  Affidavit for change of name after marriage

  Processing time : up to 4 weeks.

2.  Fresh Passport in lieu of Lost passport:

·     Application can be deposited at High Commission of India, Av. Kenneth Kaunda 167, Maputo on any   working day between 0900 hrs and 1200 hrs. 
·     Applicant's presence is required at the counter either at the time of deposit of application or

     at the  time of collection.
·     Applicants will have to fill in and submit the passport applications on-line

     at http://passport.gov.in/nri/
·     After filling up the form online, please take a print-out of the computer generated application

     form & sign all the pages.
·     Signature in the application form should match the signature in the old passport.
·     Manually complete column nos. 7 to 25.
·     While submitting the application, the following would also be required:

(i)  4 photos (2 x 2 inch only with both ears visible, front face and  white or off-white background.

(ii)  Copy of lost passport

(iii) Police report (FIR) in original.  The police report must include passport number

(iv) Copy of resident permit/DIRE/valid visa

(v) Letter from employer/sponsor/organization confirming employment.

(vi) Affidavits from the applicant also from two known Indian persons in Mozambique with a copy each of  their of Indian passports for confirmation of identity of the applicant

(vii) Personal particulars form in triplicate (PP form) for Police verification in India
 
Processing time : up to 4 weeks. 

3.  Fresh Passport in lieu of damaged passport:

·     Application can be deposited at High Commission of India, Av. Kenneth Kaunda 167,

     Maputo on any working day between 0900 hrs and 1200 hrs. 
·     Applicant's presence is required at the counter either at the time of deposit of application or

     at the time of collection.
·     Applicants will have to fill in and submit the passport application on-line

     at http://passport.gov.in/nri/
·     After filling up the form online, please take a print-out of the computer generated application

     form & sign all the pages.
·     Signature in the application form should match the signature in the old passport.
·     Manually complete column nos. 7 to 25.
·     While submitting the application, the following would also be required:

(i)   2 photos (2 x 2 inch with both ears visible, front face and  white or off-white background as per specifications at http://hicomind-maputo.org/pages/Photospecifications.pdf;

(ii)  Damaged passport and its copy and

(iii) Copy of resident permit/DIRE/valid visa 

(iv) Explanation letter for damage.

Processing time: up to 4 weeks

  4.  Issue of Fresh Passport to New-born Child and Birth Registration

·    Application can be deposited at High Commission of India, Av. Kenneth Kaunda 167,

    Maputo on any working day between 0900 hrs and 1200 hrs.

·    Applicant's presence is required at the counter either at the time of deposit of application or

    at the time of collection.

·    Please note that registration of birth must be done within one year of child’s birth

    at   http://indiancitizenshiponline.nic.in/Ic_Form_Public.aspx

·   After online birth registration, please fill in  and submit  application for Fresh Passport for child

   at http://passport.gov.in/nri/

·   After filling up the form online, please take a print-out of the computer generated application

   form & put thumb impression of child on all the pages.  Both parents should also  sign page

   no. 3.
·   Manually complete column nos. 7 to 25.

    While submitting the application, the following would also be required:

(i)  copy of online birth registration duly signed by the both parents and thumb impression of

    child

(ii) 2 photos (2 x 2 inch with both ears visible, front face and white or off-white background as

    per specifications at http://hicomind-maputo.org/pages/Photospecifications.pdf;  

(iii) Original birth certificate and copy (self-attested)

(iv) Copies of resident permit/DIRE/valid visa and passports of both parents  

(v)  Self attested copy of marriage certificate of parents.
   
Processing time: upto 4 weeks.

Please note:
 
(i) The Indian Citizenship Law does not provide for Dual Citizenship and, accordingly, it is illegal for a person to possess a valid Indian Passport once he/she has become a citizen of another country. On becoming a citizen of any other country, the holder of an Indian passport should therefore immediately return his/her Indian passport for cancellation to the nearest Indian Embassy/Consulate. (ii) While the requirements mentioned above are complete in all respects, the High Commission has the right to ask for any other original document at any stage and these documents are required to be presented for scrutiny and satisfaction of the High Commission before rendering any service.
